The EIA report prepared by the team of authors, accepted by the investor, is then subject to the opinion of the authority conducting the proceedings and other authorities and entities - as required by national law. The report may be reviewed, publicly discussed orcommissioned by a panel of independent experts.
The primary purpose of opinion reports OOS is examining the correctness and adequacy of its content, in the context of, inter alia, the following criteria:
- corresponds to a scope defined, for example, on the basis of a qualification (screening) or an administrative decision,
- the legal basis for the implementation and operation of the planned project has been identified,
- regional policy assumptions and findings of planning documents, regional and local, are presented,
- the methods and techniques used to predict and assess impacts are described; limitations in access to information, knowledge gaps, etc. are given,
- project variants (locational, technological, technical and other) were equally characterised and compared,
- baseline conditions (environmental, spatial, social, etc.) prior to the investment were objectively presented,
- significant, harmful, adverse but also positive impacts are identified and characterised, together with a justification for the assessment of their significance,
- the preferred project option is duly substantiated,
- mitigation or reduction measures are adequate to address significant adverse impacts,
- the monitoring guidelines given for the implementation and operation phases of the project will enable the assessment of its actual environmental effects,
- the contents of the summary of the EIA report in non-specialist language,
- source materials - reliability of the information used.
The decision-making authority may order additional work or the submission of additions to the EIA report. The developer will submit an EIA dossier after the supplementary information, which will be forwarded to the decision-making authorities after final approval.
